* rethrow MqttClientUnexpectedDisconnectReceivedException when Publish errors out because server disconnects the client and QoS is 0

* use a local var to cache _unexpectedDisconnectPacket

* Add inner exception to new exception

* Update release notes

* set the default inner exception as null
